The current problem---cannot register PIN code

There has been a lot of feedback recently: I got stuck when creating a PIN code --- endless circles.
We inquired about the information and historical updates of windows. This seems to be related to Microsoft's servers and is random.
It will appear in various countries, including China and other regions, various system versions, 1909...2004, and other system versions. For each model, AK1, GK1, etc., we bought Dell laptops and other equipment, which happened to happen.
We expect Microsoft to resolve this issue as soon as possible. Below we bring you a solution to this problem:
1. Set the language.
2. Set the country area.
3. Set the keyboard layout

4. In the network connection prompt, select "Do not connect to the Internet at the bottom of the screen. If a network cable connects you, please disconnect. Keep the network disconnected.
5. Choose to continue with restricted settings.
6. Windows 10 License Agreement.Click'Accept'.
7. Continue to the next step (creating a password) until the automatic configuration.
8. When the PC is automatically configured, please wait a few minutes until you enter the window. Note: Do not turn off the computer.

9. Choose to create a pin code, and then click Cancel to return to the previous step. You can skip this step temporarily. After entering the desktop, complete the creation of the pin code in the settings. See the link for detailed video instruction:

We have updated the latest workaround:
Press ctrl+shift+F3 on the keyboard to enter project mode. After shutting down in engineering mode, restart the computer to return to the language selection interface. When you reset the language and enter, choose to skip wifi in the wifi step, so you don't need to log in to your Microsoft account. Please enter the desktop and then set the pin code.
