Graphics messed up

I am getting a blue screen when I turn on the computer. This includes bios. I have tried unplugging it for an extended amount of time however nothing. It's been working great but now... it's unusable.



Here's a video of the cpu turned on.

I have tried reseating the ram & m.2, switched hdmi ports, and used a different cable and different monitors.

I tried using a different m.2 and ram for a fresh install but nothing.
