Time to wait to correctly turn on the PC

How much time do I need to wait after turning on the multi-outlet power strip for the mini PC charger's components to correctly start up the PC?

Very likely no more than a second or so. Enough time for the power adapter to be fully powered, step down that power and output it.

Some power adapters have indicator lights on them, and all of them I've seen come on within a second or so of being plugged in or the power strip being turned on.
