Does the external drive have a bootable image on it?

It depends on what you're trying to boot to.

There are a lot of websites with instructions and videos showing how to set up an external drive with an operating system that you can boot to, like a Linux distro, such as Ubuntu, Linux Mint, etc.

To boot to a Windows installation on an external hard drive is a bit more tricky, but it can be done. The following website has some good info on it...

to add to @gabe's post, it really depends what you're trying to accomplish... data recovery/boot fix/partition resize, etc..

my go to is hiren's boot CD, IMHO easier for a novice to work with than a linux distro BUT it hasn't been updated in a while (2021) so you would have to supply any/all drivers (download, extract into a 'drivers' folder and point the device manager there when needed)

they also have a quick how to on getting the iso onto an USB stick/HDD
