I have not been able to create a bootable usb with any of the images posted here. I have followed tutorial, format name usb winpe, copy extracted downloaded files C:\Users\...\Downloads\S1_WIN11PRO_22H2_20240301. The extracted download file is 11.1gb, 710 files, 173 folders. I've tried and downloaded this one twice and get an error after boot in command window. Try to find USB drive contains images install.exe. USB drive letter install.txt not found. I do see install.txt in images folder with 0kb and no text.
