The memory is installed, the machine boots, but it only runs at 4800, not 5600. It seems that the bios is locked at 4800 or must manually be set to run 5600. I can't turn on any XMP profiles either. I think that is the expected behaviour. The fan should only cycle on when needed. I have the opposite problem. The fan is constantly running which is not required as the unit sits on my desktop and is noisy when in low power mode or sleeping.
